APPROVAL OF MINUTES FOR THE MAY 9, 2017 COUNCIL MEETING. BQ1. AUTHORIZE THE PURCHASE OF REPLACEMENT A/C UNITS FOR VARIOUS CITY FACILITIES FROM CLEBURNE ELECTRIC IN THE AMOUNT OF $37,500.00 BRIEF: Various A/C units were identified at multiple facilities that need to be replaced. The existing units are old, require constant repairs, and have exceeded their usable life. The facilities in need of A/C replacements are: Fire Station # 2 (2), Fleet Maintenance (1), Layland Museum (3), Parks Maintenance Facility (2), Splash Station (2), and Transfer Station (1). Quotes were requested via Public Purchase through the City of Cleburne’s website and 4 responses were received, therefore all competitive purchasing requirements have been met. Additionally, all of the A/C units are warrantied for 1 year for parts, 1 year for labor, 5 years for the compressors, and 20 years for the heat exchangers. The lowest, most responsible quote was from Cleburne Electric. RS2. A RESOLUTION AUTHORIZING RENEWAL OF THE FUEL CARD CONTRACT WITH MANSFIELD OIL. BRIEF: The City of Plano entered into contract with Mansfield Oil for fuel card services in 2016. Through an interlocal agreement, the City of Cleburne has been able to utilize the contract pricing set by this Plano contract. Per the attached renewal letter, the City of Plano has opted to extend this contract for an additional 12 months for the period of June 1, 2017 through May 31, 2018 RS3. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT FOR COOPERATIVE PURCHASING WITH THE CITY OF GEORGETOWN, TEXAS. BRIEF: The City of Cleburne and the City of Georgetown desire to cooperate on select governmental purchases in order to enjoy greater economy of scale and thereby reduce prices for certain commodities and services used by both governmental entities. The City of Cleburne and the City of Georgetown will engage in the purchase of items and services that are used by both entities and as jointly agreed upon by the purchasing officers of both entities. As a general rule, the governmental entity that used the most of a particular commodity or service will be the lead agent in making a joint purchase. Each entity will be responsible for payment of its portion of the proportionate purchase costs directly to the vendor.
CONSIDER AN ORDINANCE REZONING OF 0.477 ACRES BEING LOTS 1-3, BLOCK G, KNOX THOMPSON ADDITION, LOCATED AT 653 DEWEY ST, FROM SF-4 (SINGLE-FAMILY DWELLING DISTRICT) TO D (DUPLEX DWELLING DISTRICT) AS REQUESTED BY ROBIN & ANGIE HOUGHTON REPRESENTED BY SHELBY HOFFMAN . BRIEF: On May 9, 2017, the City Council requested that the applicant provide a site plan and a rendering of what the duplexes will look like. As of May 18, 2017, we have not received anything from the applicant. P&Z considered this at its April 24, 2017 meeting. This is a request to rezone 653 Dewey St. from SF-4 to D (Duplex Dwelling District) to accommodate three, two-family dwelling units, each on separate lots (in accordance with a subdivision application). The surrounding property is almost entirely within the Sf-4 district. The Comprehensive Land Use Plan shows this area to be in the City Center East District. The proposed use is not included in the Appropriate Uses or the Specially Permitted Uses of the City Center East District. Notifications were sent out to a 200' radius and there were inquiries but no objections. P&Z recommended approval of the rezone with a vote of 4-0

ROBINSON ST, FROM MF (MULTIPLE-FAMILY HOUSING DISTRICT) TO MF/SUP (MULTIPLE-FAMILY HOUSING DISTRICT WITH A SPECIFIC USE PERMIT FOR A PRIVATE COMMUNITY CENTER) AS REQUESTED BY GONE WITH THE WIND REMEMBERED MUSEUM REPRESENTED BY MICHAEL & VICKY ROGERS. BRIEF: At their regular meeting of May 9, 2017, the City Council continued the public hearing until May 23, 2017 in order for the applicant to request a variance from the Zoning Board of Adjustment (ZBA). The ZBA requested that the applicant visit all of his options and tabled his request for a variance on Tues., May 16, 2017. The applicant has now submitted a site plan that meets all setback requirements per City Ordinance. P&Z considered this at its April 24, 2017 meeting. This is a request to rezone 907 S. Robinson St from MF TO MF/SUP to add an event center (described in our ordinance as “community center, private”) to the uses approved at this location. The zoning for the surrounding property is predominantly MF although the adjacent lot sharing a rear property line is in the C1 district and the property across the street owned by the applicant is their museum which is in the C2 district with an SUP. The Comprehensive Land Use Plan shows this area to be in the Preservation District. The proposed use is included in the Appropriate Uses of the Preservation District. Notifications were sent out to a 200' radius and there were inquiries but no objections. P&Z recommended approval of the rezone with a vote of 4-0.
AN ORDINANCE AMENDING TITLE IX GENERAL REGULATIONS CHAPTER 90: AIRPORT SECTION 90.035 USE AND PRIVILEGE FEES LEVIED AND IMPOSED-(A) AMENDING TIE DOWN FEES AT THE CLEBURNE REGIONAL AIRPORT. BRIEF: Currently the airport does not charge for long term parking of aircraft also known as tie downs. The suggested rate based on surrounding areas would be $5 (five dollars) per day starting the fourth day and $50 (fifty dollars) per month. The reason for starting the fourth day is to allow for weekend parking or short term visitors. By charging for long term parking or tie downs it helps pay for the services offered at the airport. On March 13, 2017 the Airport Board voted 5-0 to institute the tie down fee. It is estimated that the revenues could increase by $4,000 annually.
